The Institute of Museum and Library Services (IMLS) wants to hear from law librarians and legal information professionals about what areas of its new strategic plan for 2022-2026 are most important to you and your law library patrons. During this webinar, IMLS Director Crosby Kemper will share information about the strategic plan and provide an opportunity for feedback and discussion. Come with your ideas and help shape the future development of IMLS programs with the needs of law libraries in mind.

Crosby Kemper is the sixth director of Institute of Museum and Library Services. He was commissioned by the White House on January 24, 2020, following his confirmation by the United States Senate. IMLS, an independent government agency, is the primary source of federal support for the nation's museums and libraries.
Director Kemper is a dedicated advocate for education and learning for people of all ages and backgrounds. He comes to IMLS from the Kansas City Public Library, where as director, he established the library as one of the city’s leading cultural destinations and a hub of community engagement.
Under his direction, the library made special event programming a high-profile focus, with more than half a million people attending its evening programs or visiting exhibits in the art galleries. During his tenure, the Kansas City Public Library received multiple awards, including IMLS’s National Medal for Museum and Library Service in 2008.
Director Kemper also recently served as chair of the board of directors of the Schools, Health, & Libraries Broadband Coalition, which supports open, affordable broadband connections for local community organizations.
Director Kemper’s career began in banking; he most recently served as CEO of UMB Financial Corporation. Director Kemper has received the Difference Maker Award from the Urban League of Kansas City, the William F. Yates Medallion for Distinguished Service from William Jewell College, and the 2010 Harmony Humanitarian Hoffman Legacy Award. His board service has included the Kansas City Symphony, the Black Archives of Mid-America, Union Station Kansas City, the Heart of America Shakespeare Festival, the Rabbit hOle—a center promoting children’s books—and the Thomas Jefferson Foundation, which operates Monticello.
Director Kemper is the editor of and a contributor to Winston Churchill: Resolution, Defiance, Magnanimity, Good Will, published by the University of Missouri Press. He holds a bachelor’s degree in history from Yale University.
Cyndee Landrum was appointed as the Deputy Director, Office of Library Services in June 2019. In her current role she collaborates with IMLS's senior leadership to support agency priorities, policy and partnerships, and provide leadership and direction for the library grant programs.
Ms. Landrum oversees the agency's largest program, Grants to States, which is the primary source of federal funding for library services in the United States, and the agency's discretionary grant programs, including National Leadership Grants for Libraries, the Laura Bush 21st Century Librarian program, Native American and Native Hawaiian Library Services, and the newest library grant initiative, Accelerating Promising Practices for Small Libraries.
Over a professional career of more than 20 years, Ms. Landrum has served in public libraries across the country. Prior to her IMLS appointment, she served as CEO-Director of the Evansville Vanderburgh Public Library in Indiana. She also served as assistant director for public services at Oak Park Library in Illinois, assistant director of Mt. Lebanon Public Library in Pittsburgh, and held various positions at the Glendale Public Library in Arizona. She has been active in local, state and national professional associations including serving as president of the Arizona Library Association. Ms. Landrum has also volunteered on local non-profit and municipal boards, including the Evansville Promise Zone Governance Advisory Board.
Ms. Landrum has a Bachelor of Arts degree in linguistics from Northwestern University, a Masters degree in Library and Information Science from University of Southern Mississippi and is a doctoral candidate in the School of Library and Information Science at Simmons University.
